Who Qualifies for Volusia County Homestead Exemption?
You generally must own the Volusia County property as of January 1 of the application year.
The property must be your permanent residence or the permanent residence of your dependent.
VCPA says the applicant must have legal or beneficial title in equity to the real property.
VCPA reviews proof of residency, ownership, prior residence, Social Security information and other exemption documents.
If you or your spouse receives a residency-based exemption in another state, VCPA says you must provide proof that the other benefit was removed.
If the property title is held in a trust, VCPA says a copy of the entire trust agreement must be submitted with the application.

You must own and occupy the home as your permanent residence on or before January 1.
VCPA says applications must be submitted no later than March 1 of the year you want the exemption to begin.
VCPA’s late-file statement gives this date for current-year late applications with extenuating circumstances.
Homeowners who owned and occupied the residence after January 1 are encouraged to pre-file for the next year.
Do not wait for the November tax bill because exemption and VAB deadlines may already be gone by then.

Assessment cap
Save Our Homes and Portability in Volusia County
Save Our Homes is separate from the dollar amount of the homestead exemption.
The SOH benefit is the difference between market value and assessed value caused by Florida’s annual assessment limitation.
The home can receive the homestead exemption if approved for that tax year.
Assessment growth is limited while the property remains a qualifying homestead.

Volusia County Property Tax Bills, Discounts, Installments and Locations
The Tax Collector prints and collects tax bills after the Property Appraiser certifies values and exemptions.
Tax bills are mailed on or about November 1. Discounts are 4% in November, 3% in December, 2% in January and 1% in February.
March has no discount. March 31 is the last day to pay without penalty.
Taxes become delinquent April 1, and a mandatory charge is added.
New applications for the installment payment plan are due by April 30.

Homestead Exemption vs. Value Appeal in Volusia County
A missing exemption and a wrong property value are different problems.
Start with VCPA, then use the Value Adjustment Board if the issue is not resolved and the deadline has not passed.
