Harris County TX Homestead Exemption: 2026 Rules, Savings, HCAD Filing & Tax Caps
A qualifying Harris County homestead exemption can reduce several different taxable values on the same property. For 2026, Texas school districts must provide a $140,000 residence homestead exemption, while Harris County currently provides a 20% local-option exemption on qualifying residence homesteads.
The bigger long-term benefit can be Texas’ residence-homestead appraisal limitation. Once it applies, the appraised value used for taxation generally cannot increase by more than 10% per year, plus qualifying new improvements, even when HCAD’s market value increases by more.
Homeowners age 65 or older, disabled homeowners, qualifying veterans, surviving spouses and heir-property owners can have substantially different exemptions, tax ceilings, filing deadlines and payment options.

Harris County Homestead Exemption Quick Facts
The normal January 1–April 30 filing period has passed, but that does not automatically mean a homeowner has lost the 2026 general residence homestead exemption.
Texas law permits a qualifying late residence-homestead application to be filed within two years after the date the applicable taxes become delinquent.
HCAD’s current jurisdiction pages still show the previously adopted tax rates while the 2026-rate fields remain pending. Harris County’s published tax calendar places 2026 certification and tax-rate adoption in September 2026.
For that reason, this guide does not present an old 2025 tax rate as if it were a final 2026 rate.

Important Texas Homestead Changes Affecting Harris County in 2026
Texas voters approved the higher mandatory school-district residence homestead exemption in November 2025.
The mandatory additional school exemption for qualifying homeowners also increased.
A qualifying age-65-or-older or disabled homeowner can therefore receive $140,000 general + $60,000 additional school exemption, before any additional local school option.
Texas added a temporary exemption for qualifying residence-homestead improvements completely destroyed by fire.
That amount is outdated for the current property-tax framework.
Basic qualification
Who Qualifies for the Harris County Homestead Exemption?
A Harris County residence homestead is based on the home’s use as your principal residence. Merely owning Harris County real estate does not qualify it.
You have an ownership interest
You must own the qualifying residence directly or through another ownership interest Texas law recognizes, such as certain qualifying trusts or heir-property interests.
You use it as your principal residence
It must be the home you occupy as your principal residence rather than an investment property, second home or vacation property.
You do not claim another homestead
The application requires certification that you do not claim another residence homestead exemption in Texas or outside Texas.
Your Texas ID usually matches
HCAD normally requires a Texas driver’s license or state-issued identification card showing the same address as the property.
The residential land is generally limited
A Texas residence homestead can include the qualifying home and land used for residential purposes, generally not exceeding 20 acres.
Mixed-use property needs special treatment
If part of the property is income-producing or used for another incompatible purpose, the exemption may not apply to that portion.
Texas Form 50-114 warns that a false statement can expose an applicant to criminal penalties, including a Class A misdemeanor or state jail felony under applicable circumstances.
A rule many older guides miss
Bought the Harris County Home After January 1?
Older Texas explanations often say a homeowner must own the property on January 1 or wait until the following year. Current Texas law includes an important exception.
If you acquire the property after January 1 and qualify it as your residence homestead, the general exemption may apply for the applicable portion of that tax year when the preceding owner did not receive the same exemption for that year.
File with HCAD and provide the acquisition and occupancy dates.
The same general exemption is not simply duplicated for two owners. HCAD determines the correct treatment from the ownership and exemption record.
Do not self-reject because your closing date was February, June or October. HCAD’s application asks for both the date acquired and the date you began occupying the home.

How Much Is the Harris County Homestead Exemption in 2026?
There is no single “Harris County homestead amount” that is subtracted once from the property and then used for every tax. Each taxing unit applies the exemptions it is required or has chosen to provide.
Mandatory statewide general residence-homestead exemption.
HCAD currently lists a 20% optional residence-homestead exemption for Harris County.
School districts, cities, colleges, MUDs, ESDs and other special districts can have different optional exemptions.
A 20% Harris County exemption on a $400,000 appraised residence equals $80,000. The Harris County taxable value would therefore begin around $320,000 before considering another exemption that may apply.
For school district taxation, the mandatory $140,000 exemption would reduce a $400,000 appraised value to $260,000 before any additional local-option school exemption.

Every school district must provide the $140,000 general residence homestead exemption, but some school districts also provide an optional percentage exemption or larger local senior/disabled amounts.

Texas 10% Residence Homestead Appraisal Cap
The residence-homestead appraisal limitation is often more valuable over time than the exemption itself in a rapidly appreciating Harris County neighborhood.
HCAD explains that the capped appraised value generally cannot exceed last year’s appraised value plus 10% plus the value of qualifying new improvements.
Prior capped appraised value: $300,000
10% increase: $30,000
No new improvements
If HCAD estimates the new market value at $400,000, the capped appraised value could still be around $330,000 under the simplified example.
HCAD can show market value rising 20%, 30% or more while the capped appraised value rises by a smaller amount. A protest of market value and a homestead-cap calculation are related but distinct issues.

When Does the Harris County Homestead Cap Start?
Texas’ appraisal limitation takes effect on January 1 of the tax year following the year the owner first qualifies the property for residence homestead treatment.
A long-time owner’s capped appraised value can be substantially below market value. After a sale, the buyer can experience a large assessment increase even though the property had a homestead exemption before.
Do not give up after April

HCAD’s normal annual application window begins January 1.
Filing by this date gives HCAD time to process the exemption before fall tax billing.
Texas provides a special late-filing rule for residence homestead exemptions.
General residence homestead claims can normally be filed within two years after the taxes for that year become delinquent.
File now. For a normal 2026 tax bill that becomes delinquent on February 1, 2027, the statutory two-year late-filing period would generally extend to approximately February 1, 2029.
A different delinquency date can change that calculation, so use the account’s actual tax status when filing very late.
Harris County’s Tax Office says that when HCAD approves an exemption after billing, the Tax Office receives the correction. If the corrected account creates a refund, the Tax Office says it processes the refund after the correction roll is certified; the homeowner generally does not have to submit a separate refund request.

- Do not type words such as Drive, Street or Parkway when HCAD’s search instructions tell you to omit them.
- Do not use periods in abbreviations.
- Use N, S, E or W rather than spelling out North, South, East or West for directional prefixes.
- If the exact street name fails, try HCAD’s “Similar Street Name” option.
- After opening the parcel, review the jurisdiction information—not just the headline market value.

Qualification can occur during the tax year.

A homeowner does not have to be 65 on January 1. HCAD explains that a person becomes eligible for the age-65 exemption in the year they reach age 65.

HCAD’s jurisdiction table currently lists a $336,000 age-65 exemption amount for Harris County, Flood Control, Hospital District and Harris County Department of Education, and $320,000 for the Port of Houston Authority.
Specific disability definition
Harris County Disabled Person Homestead Exemption
Texas’ disabled-person homestead exemption does not automatically apply merely because a homeowner has a medical diagnosis, workers’ compensation rating or another disability designation.
HCAD says the impairment must meet the applicable standard for disability insurance benefits under the federal Old-Age, Survivors and Disability Insurance framework.
HCAD identifies inadequate disability documentation as a common reason for denial. Supporting evidence can include an applicable Social Security determination or other documentation accepted by HCAD.
HCAD should determine the correct exemption treatment when a homeowner qualifies under more than one category.
Different from the 10% appraisal cap
Age-65 / Disabled School Tax Ceiling
Qualifying age-65-or-older and disabled homeowners receive a school district tax ceiling. This is different from the 10% homestead appraisal limitation.

Generally limits annual residence-homestead appraised-value increases after the cap applies.
Limits qualifying school taxes
School district taxes generally cannot rise above the applicable ceiling established when the homeowner qualifies, subject to statutory adjustments and new improvements.
Texas permits a qualifying school-tax ceiling to be transferred to a different Texas residence homestead. The transfer uses a percentage relationship rather than simply copying the old dollar tax amount.
Do not assume every taxing unit on the HCAD account automatically has the same ceiling as the school district.

Harris County Property-Tax Deferral for Age 65 or Disabled Homeowners
A qualifying age-65-or-older or disabled homeowner can file a tax-deferral affidavit to postpone paying residence-homestead property taxes while the qualifying owner continues to own and occupy the home.
Harris County’s Tax Office states that deferred amounts accrue 5% annual interest. When the deferral ends, the taxes and applicable amounts become payable under the statutory timeline.
Harris County explains that an eligible deferral can apply to all property taxes owed on the qualifying residence homestead, not only the county portion.

Can I temporarily move away and keep the homestead?
Texas can allow temporary absence when the owner does not establish another principal residence and intends to return. The general period is less than two years, with separate treatment for qualifying military and health-related absences.
What is the age-65 or disabled tax deferral?
A qualifying homeowner can postpone payment of residence-homestead property taxes while continuing to own and occupy the home. The taxes are deferred rather than forgiven and currently accrue 5% annual deferral interest.
Can age-65 homeowners pay Harris County taxes in four installments?
Qualifying age-65, disabled and certain veteran or survivor accounts can use Harris County’s quarter-payment process when the applicable request and payment rules are followed.
Is there new Texas homestead relief for homes destroyed by fire?
Yes. Beginning in 2026, Texas provides a temporary exemption for certain residence-homestead improvements completely destroyed by fire when the statutory conditions are met. The application generally must be filed within 180 days after the fire.

As of August 23, 2026, HCAD’s current jurisdiction information still shows 2026 rate fields awaiting adoption. Harris County’s published tax calendar places value certification and tax-rate adoption in September before 2026 tax bills are delivered in the fall.
