For 2026, school districts must provide a $140,000 residence homestead exemption. Harris County also provides a 20% optional homestead exemption on county-level taxes, and Harris County agenda materials for Tax Year 2026 reference an additional over-65 or disabled homeowner exemption amount up to $320,000 for county-related requests.

Value protection
Texas 10% Homestead Cap in Harris County
The homestead exemption reduces taxable value. The 10% homestead cap is a separate benefit that can limit how much the appraised value used for taxes increases after the homestead has been established.
Begins after qualification: HCAD explains that the cap applies beginning in the second year you have the homestead exemption.
Cap formula: the appraised value generally cannot exceed the lower of this year’s market value or last year’s appraised value plus 10% plus new improvements.
Not a market-value freeze: market value can still rise even when capped appraised value is limited.
New buyer reset: when you buy a home that had a prior owner’s cap, your value may increase substantially the year after purchase before your new cap begins.
New improvements: additions, major remodeling, new construction, pools, garages and omitted property can affect the capped value.
Not the same as over-65 ceiling: the 10% cap limits appraised value growth, while an over-65 or disabled school tax ceiling limits certain school taxes.
Age 65 and disability
Harris County Over-65 and Disability Homestead Filing
HCAD uses the same Form 11.13 for general homestead, over-65, disability and certain surviving-spouse categories.
Over-65 timing: HCAD says you are eligible as soon as you turn 65; you do not need to be 65 on January 1 to apply.
School over-65 exemption: Texas school districts must grant an additional $60,000 exemption for qualified age 65 or older homeowners.
School tax ceiling: after qualification, school taxes generally cannot increase unless improvements are made or special rules apply.

HCAD appraises property and administers exemptions. Local taxing units adopt tax rates. The Harris County Tax Office then bills and collects property taxes for accounts it serves.

What If HCAD Denies the Exemption or the Value Looks Wrong?
A denied homestead exemption and a high appraised value are different problems. Both usually start with HCAD, but you should use the correct reason, evidence and deadline.
Exemption denial
Use this path when HCAD says your homestead, over-65, disability, veteran, surviving spouse, heir property or special category does not qualify.
Gather Texas ID, proof of occupancy, deed or ownership proof, disability documents, VA letters, death certificate or other missing evidence.
Market value protest
Use this path when the property’s market value, condition, square footage, land value, improvement value or comparable sales look wrong.
The usual deadline is May 15 or 30 days after the appraisal notice was mailed, whichever is later.
