The regular filing period is January 1 through April 30. File early enough for HCAD to process before fall tax statements.

A late residence homestead application may be filed no later than two years after the delinquency date for the taxes.

May 15 or 30 days Protest deadline

HCAD states the protest deadline is May 15 or 30 days after the notice of appraised value was mailed, whichever is later.

Savings math

How Much Can the Harris County Homestead Exemption Save?

Homestead savings depend on your appraised value, capped appraised value, school district, city, county, flood control, hospital district, community college, MUD, WCID, PID, ESD and other taxing units attached to the property.

For 2026, school districts must provide a $140,000 residence homestead exemption. Harris County also provides a 20% optional homestead exemption on county-level taxes, and Harris County agenda materials for Tax Year 2026 reference an additional over-65 or disabled homeowner exemption amount up to $320,000 for county-related requests.

Always use the Jurisdictions table on your own HCAD property record because different school districts, cities and special districts can apply different exemption amounts.

Value protection

Texas 10% Homestead Cap in Harris County

The homestead exemption reduces taxable value. The 10% homestead cap is a separate benefit that can limit how much the appraised value used for taxes increases after the homestead has been established.

Begins after qualification: HCAD explains that the cap applies beginning in the second year you have the homestead exemption.

Cap formula: the appraised value generally cannot exceed the lower of this year’s market value or last year’s appraised value plus 10% plus new improvements.

Not a market-value freeze: market value can still rise even when capped appraised value is limited.

New buyer reset: when you buy a home that had a prior owner’s cap, your value may increase substantially the year after purchase before your new cap begins.

New improvements: additions, major remodeling, new construction, pools, garages and omitted property can affect the capped value.

Not the same as over-65 ceiling: the 10% cap limits appraised value growth, while an over-65 or disabled school tax ceiling limits certain school taxes.

09

Age 65 and disability

Harris County Over-65 and Disability Homestead Filing

HCAD uses the same Form 11.13 for general homestead, over-65, disability and certain surviving-spouse categories.

Over-65 timing: HCAD says you are eligible as soon as you turn 65; you do not need to be 65 on January 1 to apply.

School over-65 exemption: Texas school districts must grant an additional $60,000 exemption for qualified age 65 or older homeowners.

School tax ceiling: after qualification, school taxes generally cannot increase unless improvements are made or special rules apply.

Local optional exemptions: cities, county, school districts and special districts may offer optional over-65 or disabled exemptions, but amounts differ by taxing unit.

Disability standard: Texas uses the Social Security disability standard for the disability homestead exemption.

One or the other for same unit: if you qualify as both disabled and over-65, you generally cannot receive both from the same taxing unit.

Surviving spouse continuation: a surviving spouse age 55 or older may continue certain over-65 benefits if requirements are met and the home remains the residence homestead.

Tax ceiling transfer: older homeowners may request a tax ceiling transfer certificate when moving to another Texas homestead.

Veterans and survivors

100% Disabled Veteran, Partial Disabled Veteran and Survivor Forms

100% disabled veteran residence homestead

Use HCAD Form 11.13 for a 100% disabled veteran residence homestead claim.

HCAD explains that the applicant must own and occupy the home, receive 100% disability compensation from the VA for a service-connected disability, and have a 100% disability rating or individual unemployability.

VA documents

Attach a VA award letter, VA tax letter or other VA documentation showing the required compensation and disability status.

Make sure the letter supports the exact exemption box you select.

Partial disabled veteran or survivor

Use the disabled veteran or survivor exemption form for partial disabled veteran categories.

HCAD’s forms page says not to use that form for the 100% disabled veteran homestead exemption.

Surviving spouse categories

Surviving spouses of disabled veterans, armed service members killed in action and first responders killed in the line of duty may have special homestead categories.

Death certificate, marriage proof, VA or state documentation and remarriage status may be required.

Payment relief

Tax Deferral and Quarter Payment Plan Are Not the Same as Homestead

Over-65 / disabled tax deferral

Texas law allows certain age 65 or disabled homeowners to defer property taxes on the residence homestead.

HCAD explains that deferral postpones payment; it does not cancel the taxes. Interest accrues at 5% annually.

Open HCAD tax deferral guide

Harris County quarter payment plan

The Harris County Tax Office offers a quarter payment plan for qualified over-65, disabled, disabled veteran, surviving-spouse and disaster-area accounts.

To avoid penalty and interest, the written request and first 25% payment must be submitted by January 31.

Remaining quarter dates

The Tax Office lists March 31, May 31 and July 31 as later payment dates for qualifying quarter-payment accounts.

For help, call Special Tax Services at 713-274-8120.

Delinquent payment agreement

The Harris County Tax Office offers installment payment agreements for delinquent property taxes, generally ranging from 12 months up to 36 months.

For homestead property with an agreement in place, no additional penalty is assessed, but 1% interest accrues monthly until paid.

Protests and corrections

What If HCAD Denies the Exemption or the Value Looks Wrong?

A denied homestead exemption and a high appraised value are different problems. Both usually start with HCAD, but you should use the correct reason, evidence and deadline.

Exemption denial

Use this path when HCAD says your homestead, over-65, disability, veteran, surviving spouse, heir property or special category does not qualify.

Gather Texas ID, proof of occupancy, deed or ownership proof, disability documents, VA letters, death certificate or other missing evidence.

Market value protest

Use this path when the property’s market value, condition, square footage, land value, improvement value or comparable sales look wrong.

The usual deadline is May 15 or 30 days after the appraisal notice was mailed, whichever is later.

iFile and iSettle

HCAD’s owner account lets property owners file protests electronically, access iSettle and receive electronic communications.

If you do not accept an iSettle result, the protest can continue to a formal Appraisal Review Board hearing.

Paper protest

Use Form 50-132 Notice of Protest when filing by paper.

HCAD warns that mailed protests must be postmarked by the deadline, and the office does not have an after-hours protest drop box.

Open HCAD iFile and iSettle guide
After opening: create an owner account, file the protest before the deadline, upload documents and review HCAD’s evidence before any ARB hearing.

Records and title

HCAD Property Search, Harris County Clerk Records and Heir Property

HCAD property records and Harris County Clerk real property records are separate systems.

HCAD property search: use for account number, owner name, property address, values, exemptions, land/building details, jurisdictions and protest status.

County Clerk real property records: use for deeds, liens, releases, affidavits, plats, certified copies and recorded ownership documents.

Heir property: if your ownership is not shown clearly on a deed or recorded instrument, HCAD may require affidavit and supporting proof.

Name or address correction: HCAD forms page lists 25.25(b)RP for correcting name or address on a real property account.

Recorded documents: Harris County Clerk Real Property Department records documents pertaining to real property or real estate in Harris County.

Recording warning: original documents or certified court copies are required for filing; ordinary photocopies are not accepted for recording.

Property alert: the Clerk website references a coming Property Alert System. Check the Clerk site for current availability before relying on it.

School tax line: the $140,000 school residence homestead exemption applies to school taxes.

County tax line: Harris County currently provides a 20% optional homestead exemption for county taxes.

Optional city/special district relief: other units may adopt up to 20% local-option homestead exemptions or fixed over-65/disabled exemptions.

MUD and WCID issue: utility districts may have high rates and their own exemption rules.

Use your own Jurisdictions tab: do not rely on a neighbor’s exemption because nearby homes can be in different tax units.

17

Content gaps solved

Details Many Harris County Homestead Form Guides Miss

HCAD form name matters: Harris County homeowners often need HCAD Form 11.13, even though Texas statewide materials call the application Form 50-114.

Online filing is limited: HCAD’s online exemption filing page currently works only for general homestead and over-65 exemptions.

Mobile app requirements are specific: you need date of occupancy, Texas driver license, iPhone/Android and the HCAD Info and Exemptions app.

Texas ID address matters: the driver license or state ID usually must match the residence homestead address.

Filing is free: HCAD warns homeowners about misleading homestead designation solicitations.

County Tax Office does not approve exemptions: it bills and collects after HCAD updates the roll.

Cap starts later: HCAD explains the 10% homestead cap applies beginning in the second year you have the homestead exemption.

Late filing can still matter: Texas late application rules may allow relief up to two years after the tax delinquency date.

Heir-property claims need extra proof: affidavits and ownership evidence can be required when the applicant is not shown clearly on the deed.

iFile/iSettle is separate: it is for protests, not the same as a homestead application.

18

Avoid rejection

Common Harris County Homestead Form Mistakes

Using the wrong office: file with HCAD, not the Harris County Tax Office.

Missing April 30: file by April 30 whenever possible, even though late filing may help some homeowners.

Texas ID mismatch: update your driver license or state ID address before using the simple online filing route.

Skipping spouse or prior residence details: Form 11.13 asks questions that can affect eligibility and tax ceiling transfers.

Not uploading both sides of ID: mobile and online filing may require front and back images.

Claiming another homestead: do not claim another residence homestead exemption in Texas or outside Texas.

Using the disabled veteran survivor form for 100% disabled veteran homestead: HCAD says use Form 11.13 for the 100% disabled veteran residence homestead category.

Ignoring HCAD document requests: missing documents can cause denial.

Assuming the prior owner’s cap continues: your cap may not protect the property until after your own homestead has been established.

Using property data for screening: appraisal, deed and tax records are not consumer reports.

19

Decision path

What Should You Do Next?

You just bought a Harris County home: update Texas ID, search HCAD, then file Form 11.13.

You only need general homestead: use the HCAD mobile app or online exemption filing if your Texas ID matches the property address.

You are 65 or turning 65: apply for the over-65 exemption using HCAD Form 11.13 or the eligible online route.

You are disabled: use Form 11.13 and attach disability proof that meets the Social Security disability standard.

You are a 100% disabled veteran: use Form 11.13 and attach VA documentation.

You inherited the property: review Form 50-114-A and Harris County Clerk deed/affidavit records before filing.

Your exemption is denied: read the denial notice and protest deadline, then file through HCAD’s protest route.

Your bill is due soon: pay attention to Tax Office deadlines while HCAD or ARB review is pending.
